$8 million project

A Springfield real estate developer is seeking Kirksville City Council approval for an $8 million project that will turn a historic downtown hotel into an apartment complex.

The developer would apply in October for housing and historic preservation tax credits awarded in December, and construction would start in the summer of 2008.

To meet requirements for the housing tax credits, the developer must impose income guidelines on residents and restrict rent.
